The CSU Dental Program consists of the following two plans: (1) Delta Dental PPO, and (2) DeltaCare USA. Each dental plan has varying levels of benefit coverage, such as, Basic, Enhanced Level I, and Enhanced Level II. CSU collective bargaining unit agreements designate plan levels. In January 2017, Delta Dental PPO monthly premium rates will increase approximately 6.0 percent and DeltaCare USA monthly premium rates will increase approximately 1.2 percent. The 2017-18 CSU budget plan includes $2.4 million to fund the increase in employer-paid dental costs resulting from the January 2017 premium increase. Dental cost increases are based on the number of CSU employee participants by plan and levels, and the difference between the old and new employer-paid premium rates. Because rates have been relatively stable and have not increased much, this is the first funding increase budgeted due to dental rate changes since 2009-10.

The 2017-18 budget request funds permanent base budget costs associated with January 2017 employer dental premium increases. The CSU must absorb approximately $1.2 million during 2016-17 to fund the one-time costs related to the January 2017 dental premium increases for the six-month period from January to June 2017.
