Larry Mandel is the vice chancellor and chief audit officer for the 23-campus California State University system, the largest system of senior higher education in the country. He assumed his current position in March 1997.

As vice chancellor and chief audit officer, Mandel provides leadership in the design, analysis and implementation of a comprehensive audit and advisory services program for the CSU system and its auxiliary organizations, whose combined budget is approximately $5 billion. This includes evaluating and making recommendations to both management and Trustees regarding the reliability and integrity of financial and operating systems; compliance with governmental regulations, rules and procedures established by other standard setting bodies; adequacy of methods established to safeguard university assets; the economy and efficiency with which financial resources are utilized; the achievability of objectives and goals for operations and programs; and the provision of advisory/consulting services.

Mandel is also responsible for responding to external audit inquiries to the system. He represents the CSU in all matters concerning audits and audit resolution with the State Auditor, the State Department of Finance, the State Controller’s Office and other state and federal agencies. He also coordinates the internal audit program with audits of the university’s public accountants in order to reduce unnecessary duplication of audit effort.

He has worked in the internal audit area for more than 40 years and in higher education for more than 50 years, spending the first 10 years in academic program and resource administration.

Mandel holds a bachelor’s degree in political science from the University of California at Los Angeles (1968) and a master of business administration from California State University, Long Beach (1981). He participated in the Harvard Institute for Educational Management (1998) and is a Certified Internal Auditor (CIA).

In January 2020, it was announced that Mandel would be retiring at the end of June 2020.
