Statement of Reasons for Adoption of
Title 5, California Code of Regulations, Sections 40517, 40518, 41023 and 40550.4

With the passage of Assembly Bill 2317 in 2016, California Education Code section 66041 authorizes the California State University (CSU) to award Doctor of Audiology (AuD) degrees, which are to focus on preparing audiologists to provide health care services. Audiologists prevent, diagnose and treat hearing, auditory, and balance disorders across the lifespan, including providing routine neonatal hearing screening tests. This item proposes adopting AuD admission (41023), degree program scope (40517), degree requirements (40518) and CSU AuD authority (40550.4). These amendments were written to mirror analogous regulations governing CSU Doctor of Education, Doctor of Nursing Practice, and Doctor of Physical Therapy degree programs.
