California State University, whose campuses are the bedrock of one of the world’s great educational systems, is about to raise student fees 20 percent on top of a 10 percent increase just a year ago. That is brutal.

But it’s also necessary. The CSU system needs to close a gap of $584 million in its budget for 2009-2010. Trustees will vote on the proposal Tuesday, and they should approve it.
