Began professional career as an analyst with the State of California Personnel Board. Appointed by Governor Jerry Brown as legislative secretary and special assistant (1975-1983).
Owned successful public relations and advertising agency before earning a law degree and becoming an attorney in 1995.
Served as general counsel for a children's hospital and later as president and CEO of the California Children's Hospital Association.
Active history of charitable and civic participation including the Visalia Chamber of Commerce and the Central California Futures Institute.
Returned to public service in 2011 when appointed by Governor Jerry Brown to lead the California Health and Human Services Agency.
