Stephen M. Silver joined the Office of General Counsel in 2008. He is the Assistant Vice Chancellor & Chief Counsel – Civil Rights, and the University Counsel for San José State University. Previously, he served as campus counsel for the Bakersfield, Fresno and Humboldt campuses. He is also a resource attorney for the specialty areas of Title IX/DHR (sexual misconduct and protected status), Student Discipline and Student Loans/Bankruptcy. Before joining the CSU, Mr. Silver worked in private practice for the national law firms Steptoe & Johnson, Baker Botts, and Jones Day, where he was a litigator specializing in commercial, employment, and white collar criminal law. After law school, Mr. Silver served as a law clerk for Judge Gladys Kessler, a federal district judge in Washington, D.C.
