Small Business (SB) / Disabled Veteran Business
Enterprise (DVBE) Program

The Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) programs feature collaboration between the Chancellor’s Office and our campuses to ensure 3 percent participation for DVBE in state contracts as well as 25 percent for small businesses.

The Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) programs adhere to the state mandate participation. These goals apply to the total contract dollars expended each year by all campuses. This includes all contracts, purchase orders, and procurement card orders.

  • The state established a small business contracting participation goal of a minimum of at least twenty-five percent (25%) per campus.
  • The state established a DVBE contracting participation goal of at least three percent (3%).

CSU SB / DVBE Option

Formal CSU policy that provides the use of the SB/DVBE Option

A campus may award a contract for the acquisition of goods, services or information technology that has an estimated value of less than $250,000 to a certified small business or disabled veteran business enterprise without advertising as long as the campus obtains price quotations from two or more certified small business or two or more disabled veteran business enterprises.

    Sections 5215 and 5216 of the ICSUAM for Contracting and Procurement provide the detailed procurement policies surrounding the California Small business and DVBE programs for all CSU campuses. Policies include statutory references.

    Small Business and DVBE Services maintains links for California Small Business and DVBE policy as well as providing certification services and other program administration resources.
  • Procurement Division
    The CA Department of General Services (DGS) Procurement Division (PD) sets state procurement policies, provides purchasing services, and provides training to state and local governmental entities, and certifies small and/or disabled veteran businesses to do business with the state.
  • Office of Small Business and Disabled Veteran Business Enterprise Services (OSDS)
    The office of OSDS is dedicated to supporting California small, diverse and disabled veteran businesses pursue contract opportunities with the state through outreach, certification and education.
