Title 5 Notice

​The following are changes proposed to Title 5 of the California Code of Regulations.

TITLE 5. TRUSTEES OF THE CALIFORNIA STATE UNIVERSITY

NOTICE IS HEREBY GIVEN that the Board of Trustees of the California State University proposes to amend:

Section 40405.1 of Article 5, Subchapter 2, Chapter 1, Division 5 of Title 5 of the California Code of Regulations;

A public hearing concerning these proposed changes will be held virtually via Zoom1 commencing at 9:00 a.m. on July 21, 2020, or as soon thereafter as the business of the Board will permit. Any person interested may present statements relevant to the proposed action via telephone at that hearing or in writing. Written comments must be received by close of business on July 20, 2020, addressed to Dr. Alison M. Wrynn, Associate Vice Chancellor, Academic Programs, Innovations, and Faculty Development, Office of the Chancellor, 401 Golden Shore, Long Beach, California 90802-4210.

INFORMATIVE DIGEST
​This item proposes amending California State University General Education - Breadth Requirements (40405.1) to include a new 3 semester-unit (4 quarter-unit), lower division requirement in Ethnic Studies and Social Justice. To accommodate this new requirement while retaining the current number of units in CSU General Education Breadth, 3 semester units (4 quarter units) would be redistributed from the lower-division requirements in Title 5 Section 40405.1 a (4), commonly known as Area D-Social Science. As a result, 6 lower-division semester-units (8 lower division quarter units) would remain in Area D – Social Science that includes human social, political, and economic institutions and behavior and their historical background. The 3 semester units (4 quarter units) at the upper-division in Area D Social Science remain unchanged.

COST TO STATE AND LOCAL AGENCIES AND SCHOOL DISTRICTS
The adoption of the proposed amendments will not impose a cost or savings on any state agency; will not impose a cost or savings on any local agency or school district that is required to be reimbursed under Section 17561 of the Government Code; will not result in any nondiscretionary cost or savings to local agencies; will not result in any cost or savings in federal funding to the state; and will not impose a mandate on local agencies or school districts.

These regulations are being adopted pursuant to Sections 66055.8 and 89030, Education Code.

In light of the Governor’s proclamation of a State of Emergency resulting from the threat of COVID-19, and pursuant to the Governor’s Executive Orders N-25-20 and N-29-20 issued on March 12, 2020 and March 17, 2020, respectively, this public hearing will take place entirely virtually. Members of the Board of Trustees will participate in this hearing remotely, either by telephonic or video conference means and there will be no in person public access to the hearing.
